Atty. Joshua Paul Capiral
General Manager
Atty. Capiral is a certified security management specialist (CSMS) and an accomplished lawyer. Having been admitted to the BAR in 2014, Atty. Capiral has built a distinguished career marked by continuous professional development and significant contributions to various legal and security fields. He completed his Master’s Degree in Management in 2021.
Currently, he serves as a member of the Board of Directors at FPC Foods, Inc., and as a legal and security consultant for various companies. In the past, Atty. Capiral worked for the National Bureau of Investigation (NBI) for 6 years, where he served as Chief of the Legal Assistance Section and Assistant Data Protection Officer.

His comprehensive experience in law enforcement and corporate governance has been instrumental in shaping the agency’s mission and operations. Atty. Mr. Paul P. Fabros
Administration Manager
Mr. Paul P. Fabros is a certified security management specialist (CSMS) and seasoned paralegal professional with over 17 years of experience. He boasts a diverse skill set including extensive knowledge in information technology security, security planning, and private investigation.
In the past, Mr. Fabros has worked for high-tier law firms, including Quisumbing Torres, a member firm of Baker & McKenzie International, where he gained extensive experience in handling issues involving labor standards and labor relations, management of contracts, and government compliance. Mr. Fabros completed the Paralegal Training Program at the University of the Philippines and has since pursued continuous learning through seminars on conflict management, security industry regulations, information and communications technology security, and total quality management.
Motivated by a desire for growth and advancement, Mr. Fabros aims to leverage his extensive experience and dedication at Blacksky Security Agency. His proven track record and commitment to excellence make him a valuable asset in the legal and security fields.
Mr. Ronan R. Masacupan
Operations Manager
Mr. Ronan R. Masacupan, a certified security management specialist (CSMS), brings a wealth of expertise from his extensive 30-year tenure at the National Bureau of Investigation (NBI).
Over the years, he assumed diverse roles, including Chief Security for the Intelligence Service and Head of the Armory Section of the NBI. Mr. Masacupan’s responsibilities encompassed examining ballistic evidence, generating forensic reports, supervising firearms training, and ensuring the security of NBI officials. He was also selected by the NBI to attend highly specialized seminars and training abroad related to fraud detection, Interpol firearms forensics, improvised explosive device forensics, crime scene technology, and firearms investigation and identification, among others.
Throughout his career, Mr. Masacupan has been recognized as a valuable asset to the NBI and law enforcement in the Philippines. Now, he aims to bring his expertise and dedication to Blacksky Security Agency, contributing to its mission of safeguarding clients and upholding security standards with unparalleled professionalism.
